A procedure for examining code one file at a time and recording facts, relationships, and possible meanings for code-graph nodes. It requires an existing Bootstrap run with a valid module manifest and rules that an AI can apply.

It turns code analysis into an auditable process and shows which decisions were covered. It is not for discovering the rules or approving the resulting meanings.
