ciel-orchestration-and-routing

ciel-orchestration-and-routing is a skill for Claude Code, Codex from jxoesneon/Ciel. It costs 23 tokens per session (575 once invoked), scanned A, original, Apache-2.0.

A task-routing framework that classifies requests and sends them to specialist agents for areas such as design, frontend work, deep programming logic, memory, and operations.

In plain words
What is it for?
It is used to identify a task's domain, select specialist agents, and sequence logic, system, and frontend work.
Why use it?
It helps choose an appropriate specialist and resolve conflicts between different parts of a task.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00023 $0.00575
Opus 5 $0.00012 $0.00287
Sonnet 5 $0.00005 $0.00115
Haiku 4.5 $0.00002 $0.00057

Security

Grade A, and why

ciel-orchestration-and-routing scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 9d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

CIEL ADAPTATION: Orchestration & Routing (The Command Layer)

This skill formalizes the "Alloy" orchestration model. it prioritizes domain-specific specialist routing and conflict resolution between layers.

Routing Hierarchy (The Council Table)

Classify all requests against these domains in priority order:

  1. Design & Frontend: UI/UX, animations, accessibility -> ui-ux-design + gsap-animation-suite.
  2. Deep Logic & Refactoring: Rust, Python, Go, systems, migrations -> agents-claude-code.
  3. Memory & Context: History, Knowledge Graph, Palace -> ciel-knowledge-and-memory.
  4. Operations & Assets: GWS, Docker, Git, terminal execution -> google-workspace-management + container-and-deployment.

Classification Protocol

  1. Detect Domain: Identify keywords and intent.
  2. Resolve Conflicts:
    • Logic vs Visual: Logic decisions take precedence (UI adapts to backend truth).
    • System vs Logic: Tooling stability is a prerequisite for logic changes.
  3. Activate specialist: Dispatch to the 100+ specialized CIEL agents at ~/.claude/agents/.
  4. Sequence: Logic -> System -> Frontend.

Agent Specialist Access

CIEL maintains tie-breaking authority for all logic decisions. specialists (e.g., rust-ranger, ml-maestro) auto-activate based on task context. The Orchestrator MUST announce: "Routing to [Specialist] for [Reason]."

Anti-Patterns

  • The Domain Blur: Starting a frontend change before the backend API is verified.
  • Amnesiac Routing: Failing to use a specialist for a deep technical domain (e.g., implementing crypto without security-sentinel).
  • Naked Implementation: Bypassing the routing table to write code directly for a multi-domain task.
Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
