Queries Taiwan's National Regulation Database and returns full-text article data.

Audience

Legal researchers, attorneys, paralegals, in-house counsel, and law students working in or with the Taiwanese legal system. Assumes familiarity with the Taiwanese statute structure (法 / 法律 / 命令; 條 / 項 / 款 / 目). Not designed for end-consumers seeking legal advice.

Instructions

1. Load practice profile. Read ~/.claude/plugins/config/taiwan-legal-plugin/taiwan-legal/CLAUDE.md for the user's preferred citation style and abolished-regulation handling. If the file does not exist, say: "Run /taiwan-legal:cold-start-interview first to set defaults — or shall I proceed with no defaults?"

2. Scope check. Confirm the request is a lookup or research query, not an advice request (see "What this skill does NOT do" below).

3. Identify intent.

   • A regulation by name without an article (e.g., "民法") → query_regulation(law_name=...) returns its chapter outline (structure) and article range, not the text; then request the articles the question needs. Abbreviations such as 勞基法 resolve automatically; use get_pcode only when the user wants the code itself.
   • Keyword search across all regulations → search_regulations(keyword=..., exclude_abolished=...).
   • Specific articles (e.g., "民法 §184") → query_regulation(law_name=..., article_no=...). article_no takes a single article (184, 247-1), a range (184~198) or a list (184,185,247-1), mixed freely, up to 50 per call; has_more says where to continue and missing lists requested articles that do not exist. Add include_history=true with a single article for its amendment timeline.
   • Why an article says what it says / purpose of an amendment (立法理由) → get_legislative_history(law_name=..., article_no=...); it returns each enacted / amended text with the Legislative Yuan's reasons (reasons exist for amendments from 民國 59 on), plus latest_amendment_process (一讀 → 委員會審查 → 二讀 → 三讀 with 公報 page references). For the debate itself, pass a step's gazette_pdf_id to get_legislative_record, or search the gazette with search_legislative_records(keyword="勞動基準法第五十五條", kind="gazette").
   • Official English translation → query_regulation(law_name=..., article_no=..., language="en"). The note warns when the translation predates the latest Chinese amendment; quote the Chinese text as authoritative.
   • "What changed recently?" / compliance monitoring → search_regulations(amended_since="2026-09-01", category="金融監督管理委員會") (category matches the competent authority or subject, e.g. 勞動部, 稅務). Results are sorted newest first with last_amended.
   • Local government regulations (自治條例 / 自治規則), treaties and agreements (incl. tax treaties), or stock / futures exchange rules — none of which are in the national statute list → search_other_regulations(keyword=..., source=...) (source = a city or county name, 「條約」, 「租稅協定」, 「證交所」, 「櫃買中心」, 「期交所」; give one keyword at a time), then get_other_regulation(regulation_id=..., article_no=...) (same article forms; without one, article-structured texts return only their article range).
   • Pending amendments and draft regulations → search_legislative_records(keyword=..., kind="bills") (bills under review in the current Legislative Yuan term) or kind="drafts" (ministries' draft orders published for comment, with the comment deadline); read one with get_legislative_record.
