Meeting Minutes and Commitment Capture

Capture structured minutes and commitment records from a regulatory interaction. Each agenda item carries its stated outcome, each commitment carries its exact wording, its owner, and its deadline, each open item carries its trigger and its resolution path, and each factual statement carries its locator — so that the record is auditable and no commitment is recorded as made until the regulatory owner confirms it.

This skill captures and structures. It never makes, accepts, negotiates, or implies a commitment, and it never asserts that any outcome is agreed until a named human confirms it.
