Hierarchical selection

  2. Or read catalog/nav_registry.json (and collection manifests as needed).
  3. Use nav_path (band → domain → subdomain) to understand the neighbourhood and to explain a choice.
  4. Emit top-1 with reason codes, or ask / refuse.

The helper ranks across the whole registry rather than pre-narrowing to a nav_path neighbourhood, and this is a measured decision rather than an omission. Scoring weights each term by how rare it is across the registry, so a request's discriminating words (bioanalytical, dsur, 2.7.2) outweigh the words nearly every package shares (review, report, table). Measured on synthetic registries padded to 50 and 100 entries, top-1 accuracy is 21/21 at every size and no request resolves to a package outside its own neighbourhood.
