oscal-basics

oscal-basics is a skill for Claude Code from metaschema-framework/claude-plugins. It costs 25 tokens per session (1,461 once invoked), scanned A, original, CC0-1.0.

A starting guide for OSCAL, a NIST standard that uses machine-readable formats for security controls and compliance documentation. It explains OSCAL document types and routes you to detailed model guidance.

In plain words
What is it for?
Use it to understand OSCAL layers and models, choose the right document type, and follow rules for UUIDs and stable system identifiers.
Why use it?
It gives you the core concepts and rules needed before creating or editing OSCAL files, including how document identifiers should be handled.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00025 $0.01461
Opus 5 $0.00013 $0.00731
Sonnet 5 $0.00005 $0.00292
Haiku 4.5 $0.00003 $0.00146

Security

Grade A, and why

oscal-basics scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 6d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

OSCAL Basics

OSCAL (Open Security Controls Assessment Language) is a set of standardized, machine-readable formats for security documentation developed by NIST.

For detailed model documentation, see the specific skills below.

Iron Rules

These rules MUST always be followed when creating or editing OSCAL content.

  • Use random UUIDs. When creating UUIDs, always generate random (v4) UUIDs. Never use predictable, sequential, or deterministic UUIDs.
  • Update the document-level UUID on every change. When creating or updating OSCAL content, set the top-level uuid field to a new random UUID. This signals that the document has changed and prevents stale references.
  • Never change system IDs. The system-id fields are intended to be stable, unchanging identifiers. Do not regenerate or modify them.

OSCAL Layers and Models

Control Layer

Defines security controls and baselines.

Model Skill Description
Catalog oscal-catalog Organizes security controls with statements, parameters, and guidance
Profile oscal-profile Selects and tailors controls to create baselines (e.g., FedRAMP Moderate)
Mapping oscal-mapping Defines relationships between controls in different frameworks

Implementation Layer

Documents how controls are implemented.

Model Skill Description
Component Definition oscal-component-definition Describes control implementations for reusable components
System Security Plan (SSP) oscal-ssp Documents a system's security implementation against a baseline

Assessment Layer

Covers evaluation and remediation.

Model Skill Description
Assessment Plan (SAP) oscal-assessment-plan Plans assessment scope, methods, and schedule
Assessment Results (SAR) oscal-assessment-results Documents findings, observations, and risks
POA&M oscal-poam Tracks remediation of identified weaknesses

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

oscal-basics is a skill published in the GitHub repository metaschema-framework/claude-plugins (10 stars, last pushed 6mo ago), licensed CC0-1.0. It adds 25 tokens to every session and 1,461 once invoked, about $0.0001 per session on Opus 5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-08-31.
