apm: Skill for Claude Code

.agents/skills/autopilot-pr-review-scheduler/SKILL.md

autopilot-pr-review-scheduler is a skill for Claude Code, Codex from microsoft/apm. It costs 103 tokens per session (2,049 once invoked), scanned A, original, MIT.

A queue for selected GitHub pull requests marked for panel review in microsoft/apm. It starts a limited number of advisory review workers and does not implement or merge changes.

In plain words
What is it for?
Use it to select an explicit list or eligible labelled pull requests and run their advisory reviews in parallel.
Why use it?
It prevents every open pull request from being reviewed and keeps review work separate from issue triage and merge work.

About the project

APM is a package manager for AI-agent configuration, using a manifest to declare reusable instructions, skills, prompts, agents, hooks, plugins, and MCP components. Development teams use it to reproduce agent setups across projects and control their dependencies through policies and lockfiles, while the catalogue contains many of these agent components.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00103 $0.02049
Opus 5.5 $0.00041 $0.00820
Sonnet 5.5 $0.00021 $0.00410
Haiku 4.5 $0.00010 $0.00205

Measured 1mo ago against content hash 2f3d2e905f2e, method: parsed. Prices are Anthropic first-party input rates as of 2026-10-07, from the pricing page.

Security

Grade A, and why

autopilot-pr-review-scheduler scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 1mo ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

autopilot-pr-review-scheduler

User-facing PR REVIEW queue. This skill SELECTS pull requests and THROTTLES fan-out. It does not triage issues, does not implement, and does not open greenfield PRs.

Compose autopilot-pr-review-worker one PR per slot (INVOCATION_MODE=session-review, panel-mode: full for a first advisory). Never compose autopilot-pr-merge-worker. Drive-to-merge is a different skill.

Never borrow slots from autopilot-issue-triage-scheduler, autopilot-issue-delivery-scheduler, or autopilot-pr-triage-scheduler.

Activation card

activation_card: on. Before any queue read or spawn, emit this Enter card with every field filled. Missing field -> stop.

skill: autopilot-pr-review-scheduler
skill_path: <resolved directory of this SKILL.md>
mode: run
subject: microsoft/apm
path: review
intent: select accepted review PRs and fan out review workers
origin: unattended | actor-session
write: off
repo: microsoft/apm
fanout_limit: <positive integer>
invocation: agentic-workflow | actor-session

Rules:

  • write is always off. This scheduler never comments, labels, assigns, or requests reviewers.
  • write: on -> stop.
  • origin fail-closed unknown -> unattended.
  • invocation is the harness. Copilot App, local session, Cloud Agent, and Remote Agent are actor-session. agentic-workflow is only gh-aw / GitHub Actions. Do not copy origin into invocation.
  • One queue. Do not nest another scheduler path.
  • Do not compose autopilot-pr-merge-worker.

After the run, emit this Exit receipt:

skill: autopilot-pr-review-scheduler
subject: microsoft/apm
path: review
write: off
queued: <integer>
spawned: <integer>
approved: n/a

Invocation

Works in local sessions, Copilot App automations, Cloud Agent, Remote Agent, and Agentic Workflows.

Resolve ORIGIN before spawning slots so each reviewing session can apply ownership writes. This scheduler never comments, labels, assigns, or requests reviewers.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
