microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00126 | $0.01954 |
| Opus 5.5 | $0.00050 | $0.00782 |
| Sonnet 5.5 | $0.00025 | $0.00391 |
| Haiku 4.5 | $0.00013 | $0.00195 |
Grade A, and why
agent-rai-impact-assessment scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 6d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 99 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Agent RAI Impact Assessment
Produce a draft assessment that lets accountable reviewers understand who could be affected, how harm could occur, and what evidence supports the proposed controls. Assess the whole agent-enabled process, including people and downstream actions, rather than only the model's responses.
Workflow
- Establish the assessment boundary: intended uses, affected people, assessed version, sensitive-use triggers, and the decision under review.
- Ground the assessment in evidence: separate supplied assertions, observed evidence, verified facts, assumptions, and open questions.
- Trace benefits, authority, and harm using the impact lenses, the authority map, and concrete harm chains.
- Evaluate controls and uncertainty with the risk and evidence method, recording control status and evaluation gates.
- Deliver the draft assessment in the report structure, leading with the decision needed and the limits of the evidence.
Each step is detailed below. Pick the mode first; it sets how deep each step goes.
Modes
| Mode | Use when | Output |
|---|---|---|
| Preliminary triage | Little or no design evidence is supplied | One page: scope, sensitive-use flag, the three to five most material harm chains, information needed to go further. |
| Full assessment | Design, tool, data, and evaluation evidence is available for a pilot or release decision | All sections of the report structure, scaled to impact. |
| Review of an existing assessment | The user supplies an assessment to critique | A findings list: unsupported conclusions, missing affected parties, controls with no enforcement or test evidence, hypothetical scenarios written as observed, decisions left implicit. Do not rewrite the whole document. |
| Change reassessment | A tool, model, data source, memory, permission, or user population changed | The changed behavior, each existing harm ID whose conclusion changes, new harm IDs, and the regression tests required. Preserve the prior assessment. |
What ships with it
7 files beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

agent-rai-impact-assessment is a skill published in the GitHub repository microsoft/cat-agent-skills (101 stars, last pushed yesterday), licensed MIT. It adds 126 tokens to every session and 1,954 once invoked, about $0.0005 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-11-02.
