budget-consolidation

budget-consolidation is a skill for Claude Code, Codex from microsoft/cat-agent-skills. It costs 124 tokens per session (1,466 once invoked), scanned A, original, MIT.

A workflow for collecting budget submissions, tracking missing cost centers, combining returned templates, comparing results with targets or last year, and preparing decisions for leadership.

In plain words
What is it for?
Use it to chase late budget submissions, consolidate planning files, flag variances, and assemble a leadership decision packet.
Why use it?
It replaces scattered follow-ups and manual consolidation with a clear view of who has submitted, what the combined plan shows, and where decisions are needed.

About the project

microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00124 $0.01466
Opus 5.5 $0.00050 $0.00586
Sonnet 5.5 $0.00025 $0.00293
Haiku 4.5 $0.00012 $0.00147

Security

Grade A, and why

budget-consolidation scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

Budget Submission Chase and Consolidation

Drives a planning cycle end to end: who owes what, who is late, what the numbers say when combined, and what leadership needs to decide.

When NOT to Use

  • Building one cost center's budget model — use xlsx instead.
  • Prepping for a review meeting — use forecast-review-prep instead.
  • Month-end close status — use close-status-digest instead.
  • Explaining actuals against plan — use variance-commentary instead.

Hand off rather than overlap:

  • Recurring deliverables calendar and invites — use quarterly-workback instead.
  • General data joining and profiling — use dataset-analysis-report instead.
  • A written summary for leadership — use exec-update instead.
  • A slide prep pack for a meeting — use pptx instead.
  • Valuation or returns modeling — use dcf-valuation or lbo-model instead.
  • Client portfolio reviews, peer trading multiples, or deal document extraction — outside this skill's scope.
  • Variance narrative on a closed period — use variance-commentary instead.
  • Quarterly results of a public company or an investment committee recommendation — outside this skill's scope.

Workflow

1. Establish the submission list

Determine what a complete cycle looks like: which cost centers, departments, or entities owe a submission, the template they use, and the deadline. Take it from a tracker the user supplies, the prior cycle's list, or ask once with core-AskUserQuestion.

Never invent the list of owners. Resolve every name with me_profile-SearchPeople; an unresolved owner is recorded as unassigned, not guessed.

2. Determine what has arrived

Search in parallel: m365_search-SearchM365 with sources=["email","files"] for submissions, sharepoint_onedrive-GetDriveChildren on the collection folder, and outlook-ListMessages filtered to each owner.

Classify every line as Received, Received but incomplete, Not received, or Not required. Match on content, not filename — an empty template is not a submission.

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
