closure-check

closure-check is a skill for Claude Code, Codex from microsoft/cat-agent-skills. It costs 56 tokens per session (299 once invoked), scanned A, original, MIT.

A closure-readiness check for a CAPA, a corrective and preventive action record used to address a recurring quality problem. It checks whether the required evidence and actions are complete.

In plain words
What is it for?
It checks containment, verified root cause, corrective and preventive actions, effectiveness checks, and verification evidence before closure.
Why use it?
It prevents an incomplete CAPA or 8D report from being treated as closed. It identifies named blockers and leaves the final decision to a human quality manager.

About the project

microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00056 $0.00299
Opus 5.5 $0.00022 $0.00120
Sonnet 5.5 $0.00011 $0.00060
Haiku 4.5 $0.00006 $0.00030

Security

Grade A, and why

closure-check scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured today.

The scan reads SKILL.md. This mod also ships 1 executable file (scripts/capa_logic.py), listed below but not scanned — reading those needs a real analyzer, not pattern matching.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

Closure Check (Govern)

Purpose

Deterministic closure gate per capa-rules.md #6: containment, verified root cause, CA (+PA if systemic), complete effectiveness checks, verification evidence. Compliance determination IS the work here.

When to use

On any closure question, and before eightd-draft finalizes.

Inputs

capa.json (closure{} populated by capa_logic).

Steps

  1. Validate against the contract.
  2. Read closure.ready and closure.blockers[] from the engine output; quote them verbatim.
  3. A CAPA with blockers is presented as OPEN with named blockers - never as "basically done".

Output

Confirmed closure{} - the Govern hop.

Grounding requirements

Every blocker cites its rule section.

Constraints

  • The model never closes a CAPA; it reports the engine's gate and the human decides.
  • Schedule pressure ("close by Friday") never removes a blocker.

Escalation / uncertainty

ready=false with pressure to close: escalate to the quality manager explicitly.

Files

What ships with it

7 files beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
