compare-across-jurisdictions

compare-across-jurisdictions is a skill for Claude Code, Codex from microsoft/cat-agent-skills. It costs 172 tokens per session (3,214 once invoked), scanned A, original, MIT.

A cited comparison of one legal question across two or more named jurisdictions, such as countries, states, or provinces. It sets out what each jurisdiction says and where the rules differ, while recording the evidence status for each point.

In plain words
What is it for?
Use it for neutral comparative research on requirements or litigation treatment across jurisdictions. It is not for choosing a forum, recommending governing law, or giving legal advice.
Why use it?
It gives counsel a consistent side-by-side view of legal differences without assuming that similar doctrines mean the same thing or predicting the outcome of a case.

About the project

microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00172 $0.03214
Opus 5.5 $0.00069 $0.01286
Sonnet 5.5 $0.00034 $0.00643
Haiku 4.5 $0.00017 $0.00321

Security

Grade A, and why

compare-across-jurisdictions scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

Compare across jurisdictions

Answer one question for a litigator or in-house lawyer: on this specific legal point, what does each named jurisdiction say, and where do they diverge? Produce a neutral comparative research memo for counsel review. Never recommend a forum, predict an outcome, choose governing law, or assert that doctrines are equivalent.

Use one of two modes, both on a single frozen framework:

  • Requirements comparison — statutory or regulatory entitlements, thresholds, notice, eligibility, filing duties, penalties.
  • Litigation treatment — source of law, controlling authority, test, burden and standard of proof, procedure, evidence, remedies, limitation.

When NOT to Use

  • Testing a document against legal or regulatory standards — use identify-regulatory-gaps. If the user asks how the law differs and a document is merely attached, run this skill and state that the document was not tested.
  • Comparing contract wording across agreements — use compare-key-terms.
  • Deriving positions from precedent — use create-playbook.
  • A single-jurisdiction question or a reasoned advice memo — use legal-reasoning or draft-legal-memo.
  • Drafting or redlining — use edit-contract.
  • General non-legal research — use Cowork's built-in in-depth web research.
  • Recommending a forum or governing law, or predicting an outcome — declined outright and recorded under Not answered.

Hand-off rule. If a request, or part of one, matches an item above that names another skill, do not do that part here — even when the documents are already open and the work looks quick. Name the skill that handles it (for example, "That part is a job for identify-regulatory-gaps") and stop that part; finish only what belongs to this skill. If the named skill is not installed, say so plainly and do not attempt it here.

Step 1: Delivery default

Deliver the complete cited comparison In chat unless the user explicitly requests Word, Excel or another format. Do not ask a delivery format question. A later request to convert completed research into a file does not require repeating the research. If another format is requested, proceed only where an available creation path can produce and validate it; otherwise explain and offer Chat, Word or Excel.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
