microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00134 | $0.02905 |
| Opus 5.5 | $0.00054 | $0.01162 |
| Sonnet 5.5 | $0.00027 | $0.00581 |
| Haiku 4.5 | $0.00013 | $0.00291 |
Grade A, and why
comps-analysis scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 228 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Comparable Company Analysis
Builds a trading comps set where the peer selection is defensible, the multiples are calculated consistently, and the implied range carries its assumptions in the open.
When NOT to Use
- Intrinsic valuation from cash flows — outside this skill's scope.
- Leveraged buyout returns analysis — outside this skill's scope.
- Precedent M&A transactions — a different dataset with control premiums
- Post-results company research with no multiples — use earnings-note instead.
- Pre-results research or initiating coverage — outside this package; request a verified host research destination or identify the workspace administrator as dependency owner.
Related Skills
Hand off rather than overlap:
- Cash flow valuation and terminal value — outside this skill's scope.
- Sponsor returns and capital structure — outside this skill's scope.
- Investment committee recommendation — use ic-memo instead.
- Company profile or tear sheet — use company-profile-pack instead.
- Rendering metrics as a table or card — use render-ui instead.
- Demand and supply planning review — outside this skill's scope.
- Contract clause comparison — outside this skill's scope.
- Budget or target consolidation — outside this skill's scope.
Workflow
1. Define the target and the screening criteria
Establish the target company and the basis for the peer set before naming any peers. State the criteria explicitly — industry and sub-sector, size range, geography, growth profile, margin profile, and business model.
Peer selection is the entire analysis. A comps table whose selection rule is unstated is not reviewable, so write the rule down first and let the names follow from it.
State the question the table has to answer, because it decides which columns earn their place:
| Question | Lead with | Leave out |
|---|---|---|
| Which company is undervalued? | EV/Revenue, EV/EBITDA, P/E, market cap | Operating detail, growth metrics |
| Which is most efficient? | Gross, EBITDA and FCF margin, asset turnover | Size metrics, absolute dollars |
| Which is growing fastest? | Revenue growth, EBITDA CAGR, customer growth | Margin metrics, leverage |
| Which generates the most cash? | FCF, FCF margin, FCF conversion, capex intensity | EBITDA, P/E |
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

comps-analysis is a skill published in the GitHub repository microsoft/cat-agent-skills (101 stars, last pushed yesterday), licensed MIT. It adds 134 tokens to every session and 2,905 once invoked, about $0.0005 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-11-06.
