microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00169 | $0.01674 |
| Opus 5.5 | $0.00068 | $0.00670 |
| Sonnet 5.5 | $0.00034 | $0.00335 |
| Haiku 4.5 | $0.00017 | $0.00167 |
Grade A, and why
constraint-check scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured yesterday.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 67 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Constraint Check (Govern)
Purpose
Apply references/independence-eligibility-rules.md deterministically and fail closed. This is the explicit Govern step: each candidate-role pair receives an eligibility verdict, every conflict record considered, blocking rule, citations and refusal rationale where applicable.
When to use
After fit-score in every run, and on any question about independence, conflicts, ethical walls, prior roles or availability clearance for an engagement staffing slate.
When NOT to Use
- Board, audit-committee or proxy-statement director independence — that is corporate governance, not staffing.
- Scoring or ranking candidates — use fit-score instead.
- Writing the partner recommendation — use slate-draft instead.
Inputs
roles.json + bench.json + ranked.json + constraints.json using contract ps.engagement-staffing-bench-match.v1. All four are required: the engine re-derives ranked.json from roles.json and bench.json and refuses with no output if it differs (#9.8).
Steps
- Merge engagement context from ranked and constraints input, union declared affiliates, preserve role-intake provenance and stop if the client cannot be resolved. The role-intake engagement is authoritative: a different client, engagement ID or role start date in
constraints.jsonis refused with no output (#9.10). - Validate the ranked payload and normalized
constraints[]extract, including one conflicts-register row per candidate, normalized candidate IDs and complete conflict fields. A missing, blank or null status holds the candidate for review (#9.1); a candidate value that names another client in the register is withheld and the candidate is held for review (#9.11). - Run the Govern engine.
- Quote eligibility verdicts, blocking rules, availability calculations and gap statements verbatim. Preserve
constraints_considered[]for every candidate. - If the top provisional candidate is ineligible, lead with the refusal and cite the rule. It is not overrideable by prose, schedule pressure or partner preference.
- Hand off
governed.jsontoslate-draft.

What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

constraint-check is a skill published in the GitHub repository microsoft/cat-agent-skills (101 stars, last pushed yesterday), licensed MIT. It adds 169 tokens to every session and 1,674 once invoked, about $0.0007 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-11-07.
