microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00155 | $0.03016 |
| Opus 5.5 | $0.00062 | $0.01206 |
| Sonnet 5.5 | $0.00031 | $0.00603 |
| Haiku 4.5 | $0.00015 | $0.00302 |
Grade A, and why
credit-memo-narrative scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 187 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Credit Memo Narrative
Draft the parts of a credit memo that describe, so the analyst spends their time on the parts that judge.
Scope
Do: draft transaction, business, ownership, industry, collateral, and guarantor sections from sourced material, and recap financial trends as facts.
Do not: assign or recommend a risk rating, recommend approval or declination, propose structure, pricing, or conditions, characterise creditworthiness, or project forward. Those sections are left explicitly empty and labelled for the banker. See the credit-decision gate in references/house-rules.md.
When NOT to Use
-
Building the financial spread — use
financial-statement-spreadinstead. -
Periodic review with no live request — use
credit-annual-review-packetinstead. -
Formatting or restyling an existing document — use
docxinstead. -
General research outside a live credit request — use deep-research instead, if available; company background alone stays with borrower-prospect-research. This does not exclude the sourced industry section of an in-scope credit memo.
Quick Start
For "draft the memo narrative", quote the documented request, assemble only sourced descriptive sections, and retain decision headings for the banker. Without supplied financials, label the recap NOT GENERATED.
Tool routing
- Check actual connector availability; use
GetPluginConfigwhen an expected plugin capability is missing. Do not assume a named vendor or optional Finance skill is connected. - For Microsoft 365 record sets use
ExecuteSql; for topic/content discovery useSearchM365. Read located files withReadFileContent(fullfor supported document text;downloadfor exact bytes or spreadsheets). Scope reads to the borrower, purpose, and permissions. - Use available configured connector tools for their documented fields. If none supply an item, follow the existing source order and retain the correct gap marker; never claim a tool ran when it did not.
- Delegate file construction to
xlsx, docx, orpptxas specified below. Inline output is an inline draft, not a saved file. Report a save only from the action tool's successful result.
What ships with it
3 files beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
