microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00137 | $0.02522 |
| Opus 5.5 | $0.00055 | $0.01009 |
| Sonnet 5.5 | $0.00027 | $0.00504 |
| Haiku 4.5 | $0.00014 | $0.00252 |
Grade A, and why
dd-checklist scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 216 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Due Diligence Checklist
Turns a diligence scope into a tracked request list — and, more importantly, an evidenced view of what has actually arrived versus what is still owed. The outstanding list and the red flags are the point; the checklist is scaffolding.
When NOT to Use
- External auditor or PBC evidence requests — outside this skill's scope.
- Generating diligence questions from a selling document — use cim-teardown instead.
- Writing the recommendation or the open-items section of a memo — use ic-memo instead.
- Conducting the diligence itself — this tracks and evidences requests; it does not perform financial, legal, or technical review; for the document read-through and issues list use document-diligence instead.
Related Skills
Hand off rather than overlap:
- Questions generated from the CIM — use cim-teardown instead; its output feeds this list.
- The committee paper and its open-items section — use ic-memo instead.
- Reading the documents into a cited issues list — use document-diligence instead.
- Quality-of-earnings and adjustment challenge — use cim-teardown instead.
- Returns modeling on the diligence findings — outside this skill's scope.
- Auditor request mapping and evidence gaps — outside this skill's scope.
- Pro forma EPS and accretion on the transaction — use merger-model instead.
- Intrinsic valuation of the business — outside this skill's scope.
- Chasing budget or planning submissions — outside this skill's scope.
Workflow
1. Scope the diligence
Establish the target, its sector and business model, the deal type (platform, add-on, growth,
recap, carve-out), the approximate size, and the timeline to LOI or close. Ask once with
core-AskUserQuestion only for what cannot be retrieved — scope and deal type usually cannot;
almost everything else can.
Pull the timeline from the calendar rather than asking: outlook_calendar-ListCalendarView for the
committee date, the management session, or the signing milestone. A checklist with no deadline
cannot prioritize, and the gating date is what separates a P0 from a P2.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
