microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00136 | $0.02801 |
| Opus 5.5 | $0.00054 | $0.01120 |
| Sonnet 5.5 | $0.00027 | $0.00560 |

Grade A, and why
draft-minutes-and-resolutions scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 171 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Draft minutes and resolutions
Create traceable draft minutes and, where applicable, written resolutions from the meeting record. The audience is the company secretary, counsel, chair or committee secretary who will correct the draft and table it for approval. Record what happened; never decide whether quorum was met or a resolution was validly passed. The output is always marked Draft minutes — not yet approved.
Required delivery decision
Before locating or reading sources, drafting, or loading a file creation skill, determine whether the user explicitly selected the output medium. It defines the deliverable and the execution path and must not be inferred. If the user already specified a choice, honour it and do not ask again. Otherwise your first action is a question card, whose first question is Where would you like the output delivered?, offering In chat and As a Word document. Stop and wait. Words such as "draft", "prepare", "write up" or "create minutes" do not themselves select a medium.
When NOT to Use
- Matter activity gathered from mail, Teams and calendar — use
summarize-legal-matters. - A dated chronology of events reconstructed from case papers — use
build-case-chronology. - A general recap, "what did I miss", or a plain action list from a meeting — this skill produces a formal governance record, not a recap.
- Obligations, deadlines and notice periods from an agreement — use
extract-obligations-and-deadlines. - A reasoned governance answer written for a lawyer — use
legal-reasoning; for a formal written analysis usedraft-legal-memo. - Explaining a governance document to a non-legal audience — use
explain-legal-concepts. - Formatting or editing an existing minutes file with no meeting record to work from — use the Cowork's built-in Word document creator.
- Confirmation that quorum was legally met, that a resolution was validly passed, or that the body acted lawfully. Record the transcript evidence and mark the conclusion a counsel decision.
What ships with it
1 file beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
