Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00052 $0.00367
Opus 5.5 $0.00021 $0.00147
Sonnet 5.5 $0.00010 $0.00073
Haiku 4.5 $0.00005 $0.00037

Security

Grade A, and why

eligibility-check scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured today.

The scan reads SKILL.md. This mod also ships 1 executable file (scripts/eligibility_check.py), listed below but not scanned — reading those needs a real analyzer, not pattern matching.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

Eligibility Check (Govern)

Purpose

The compliance determination IS the work: eligible / ineligible / needs_evidence with the clause cited (#2.1), plus fraud signals surfaced - never adjudicated (#3).

When to use

After reason-classify in every case.

Inputs

classified.json + config/return-windows.json.

Steps

  1. Validate against the contract.
  2. Run scripts/eligibility_check.py --classified classified.json --config return-windows.json --out governed.json
  3. Quote the determination, clause and any missing-evidence list verbatim. A sympathetic story is context for a HUMAN exception (#5.1), never a reason to change the determination.
  4. Any fraud signal holds the recommendation for asset-protection review (#4.2) - present signals factually, no accusations.

Output

governed.json - the {eligibility, fraud_signals} hop.

Grounding requirements

Every determination cites its clause and config; every signal cites the record it came from.

Constraints

  • The engine decides; the model never grants an exception (#5.1), never drops a signal, never softens ineligible to "probably fine".
  • Draft-first: nothing here authorises a refund or releases funds.

Escalation / uncertainty

Signals or low confidence -> hold_for_review with the packet routed to asset protection / manager.

Files

What ships with it

9 files beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
