enforcement-action-review

enforcement-action-review is a skill for Claude Code, Codex from microsoft/cat-agent-skills. It costs 164 tokens per session (1,962 once invoked), scanned A, original, MIT.

A read-across review of a public enforcement action, complaint, settlement, or consent order. It explains the conduct described, rules cited, and remedies, then identifies controls the organisation may want to examine without treating allegations as proven facts.

In plain words
What is it for?
Use it to extract the regulator's stated facts and remedies, compare them with possible internal controls, and frame areas for human investigation.
Why use it?
It helps teams learn from regulatory cases without claiming that their own organisation broke a rule or that every allegation is established.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00164 $0.01962
Opus 5.5 $0.00066 $0.00785
Sonnet 5.5 $0.00033 $0.00392
Haiku 4.5 $0.00016 $0.00196

Security

Grade A, and why

enforcement-action-review scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.

The scan reads SKILL.md. This mod also ships 1 executable file (scripts/lint_deliverable.py), listed below but not scanned — reading those needs a real analyzer, not pattern matching.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

How it starts

The opening of the file, as written. The whole thing — 155 lines — stays where its author put it; the contents beside it link to each section on GitHub.

Scope

Do: retrieve enforcement orders, quote admission posture, extract alleged conduct, cited rules, remedies, derive read-across themes, map candidate firm controls Do not: restate allegations as fact, rely on an order's rule characterization, state the firm has a violation, deficiency, or compliance gap, infer root cause, file, send, or commit anything

When NOT to Use

  • Researching a customer or counterparty — use kyc-research-pack instead.
  • Triaging a newly published rule — use reg-change-triage instead.
  • Formatting or restyling an existing document — use docx instead.

Enforcement-Action Read-Across

What the regulator actually penalised, what it required, and where the firm should look.

Two directions of care. Allegations against the respondent are not facts about the respondent. Exposure observations about the firm are not admissions by the firm. Both rules hold at once — house-rules.md § 2 and § 6.

Read first

Read these in full before step 1. They are binding; this body only summarises them.

  • references/workflow.md — the full text of every step below, with the guardrails, source resolution, and footer detail.
  • references/house-rules.md — destination gate, determination gate, authority tiers, markers, footers, and § 12 data minimisation (every artifact, search, and chat reply, declines included).
  • references/reg-source-access.md — retrieving the order and the rules it cites.
  • references/document-extraction.md — consent-order extraction, allegation vs finding.
  • references/readacross-outline.md — default memo and control-gap table: the output format.
  • references/self-check.md — the final self-check (step 8).

Workflow

1. Retrieve the order

Detail: workflow.md § 1. Connector → direct route → browser → ask for an upload → NOT RETRIEVED. Establish agency · respondent · docket · date · type. A litigated decision holds findings; a consent order usually holds allegations. Never treat them alike.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
