microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00117 | $0.01539 |
| Opus 5.5 | $0.00047 | $0.00616 |
| Sonnet 5.5 | $0.00023 | $0.00308 |
| Haiku 4.5 | $0.00012 | $0.00154 |
Grade A, and why
exec-update scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 127 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Executive Update
Turns working material into a tight update sized for a senior leader's inbox. Trims narrative, never substance — load-bearing numbers and critical caveats always survive the cut.
When NOT to Use
- Recurring status updates gathered from your own recent work (weekly progress, "what did my team ship") → outside this skill's scope. The distinction is the input: this skill compresses material you already have; it does not assemble an update from your activity.
- Voice-matched ghostwriting ("write it the way I would") → outside this skill's scope
- Peer-level notes (teammate to teammate) — just write it directly, no structure needed
- Broad team announcements, all-hands, or org-wide comms → outside this skill's scope
- Generating analysis that doesn't exist yet — build it first (
xlsx, Power BI), then use this - Long-form documents — this produces a short update, not a report → use
docx
Workflow
1. Resolve the audience — never assume
If the user names a person, resolve them with me_profile-SearchPeople. If they say "my manager",
"my director", or "my skip-level", use me_profile-GetManagerDetails. If they name a role with no
person ("the CFO", "finance leadership"), search the directory before asking.
Never construct an email address from a name pattern. If resolution returns multiple plausible
matches, present them with core-AskUserQuestion; if it returns nothing, draft inline and say the
recipient wasn't found.
Adapt to seniority: the more senior the audience, the shorter the update and the earlier the ask.
2. Read the source
Source may be inline text, a file in input/, or a recent email or Teams thread. If the user
refers to "that thread", "what I just sent", or "the numbers from this morning", look it up with
m365_search-SearchM365, outlook-GetMessage, or m365_teams-ListChatMessages — don't ask them
to paste it.
3. Extract what's load-bearing
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
