microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00145 | $0.02907 |
| Opus 5.5 | $0.00058 | $0.01163 |

Grade A, and why
extract-obligations-and-deadlines scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 184 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Extract obligations and deadlines
Extract obligations, rights, deadlines, conditions, triggering events and stated consequences from the supplied legal documents into the user's selected medium. Obligations include affirmative duties, prohibitions, payment and delivery requirements, notice requirements, conditions and ongoing compliance duties; also capture optional rights — termination, renewal, audit, purchase — where the document gives a party a choice rather than imposing a duty.
The output is a working tool for the lawyer or contract manager who has to administer the agreement. It is a read-only analysis of the supplied documents: not legal advice, not a compliance opinion.
Required delivery decision
Before reading sources, extracting obligations, or loading a file creation skill, determine whether the user explicitly selected the output medium. The medium defines the deliverable and the execution path; it must not be inferred. If the user already specified a choice, honour it. Otherwise your first action is a question card, whose first question is Where would you like the output delivered?, offering In chat, As an Excel workbook (recommended), As a Word document, and Another file format (type it below). Stop and wait. Words such as "extract", "build", "tracker" or "report" do not themselves select a delivery choice.
In the same card, ask the one other intake question: do you have an existing tracker, template or mandated column structure this must match? Ask both together, once, before reading the documents — re-cutting a finished tracker into someone else's template loses fidelity. Use flat questions with independently actionable options and a Custom (type it below) option; the card has no conditional logic. If the user supplies a workbook or a usable link, read it and adopt its exact headings, order, spelling, controlled values and tab layout. If they say no or do not answer, use the default nine columns below.
When NOT to Use
What ships with it
1 file beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
