microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00126 | $0.01283 |
| Opus 5.5 | $0.00050 | $0.00513 |
| Sonnet 5.5 | $0.00025 | $0.00257 |
| Haiku 4.5 | $0.00013 | $0.00128 |
Grade A, and why
forecast-review-prep scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 123 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Forecast / Business Review Prep
A single-screen brief for an upcoming review: what it is, who's in the room, what they'll likely focus on, the numbers to have ready, and what's still open from last cycle.
When NOT to Use
- General meeting prep for any meeting type → outside this skill's scope
- Building the forecast or model itself → spreadsheet or BI work, do that first
- Anticipating and pre-answering specific questions → use
stakeholder-qa-prep - 1:1 prep → outside this skill's scope
Related Skills
Hand off rather than overlap:
- Anticipating and pre-answering questions — use stakeholder-qa-prep instead.
- A slide-format prep pack — use pptx instead.
- Writing the variance narrative itself — use variance-commentary instead.
- Close-cycle status — use close-status-digest instead.
- General meeting prep of any type — outside this skill's scope.
Workflow
1. Find the meeting
outlook_calendar-ListCalendarView from now through the next seven days, matched on the subject
keywords the user used. If they named it exactly, use that. If several candidates remain, list
them with core-AskUserQuestion — never guess between two plausible reviews.
Capture subject, start time in the user's local time zone, organizer, and attendees.
2. Identify the senior attendee
Scan the attendee list and resolve unfamiliar names with me_profile-GetUserDetails or
me_profile-SearchPeople to surface role and team. The most senior person in the room is
effectively who the user is preparing for — anchor the focus areas around them.
Never infer seniority from a name or email pattern; resolve it from the directory or leave it unstated.
3. Gather context — run these in parallel

What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
