microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00170 | $0.03399 |
| Opus 5.5 | $0.00068 | $0.01360 |
| Sonnet 5.5 | $0.00034 | $0.00680 |
| Haiku 4.5 | $0.00017 | $0.00340 |
Grade A, and why
gate-check scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured yesterday.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 70 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Gate Check (Govern)
Purpose
Apply QRM gate criteria deterministically and rank issues for partner/QRM review. Govern is explicit because firm-risk review status is a control, not model judgement.
When to use
After assertion-map in every run, and on any question about blockers, required language, third-party recipients, prior-finding closure or issue ranking.
Inputs
assertion-mapped.json under contract ps.deliverable-review-quality-gate.v1, and the review-input.json it was mapped from (both engines need it to re-derive their input). If assertion-mapped.json is missing but review-input.json is available, run the bundled scripts/assertion_map.py (a byte-identical copy of the assertion-map engine) first with the same --generated-at value. If review-input.json is not available, stop and report the missing upstream artifact.
Steps
Every engine this skill runs is bundled in its own scripts/; scripts/ paths are relative to this skill's folder.
- If
assertion-mapped.jsonis missing andreview-input.jsonexists, runpython scripts/assertion_map.py --input review-input.json --out assertion-mapped.json --generated-at <ISO timestamp>. - Run
python scripts/gate_check.py --mapped assertion-mapped.json --input review-input.json --out gate-checked.json --generated-at <ISO timestamp>. - Run
python scripts/severity_rank.py --gates gate-checked.json --input review-input.json --out severity-ranked.json --generated-at <ISO timestamp>. - If any engine exits non-zero, stop and report; never hand-compute findings, counts, severity, order or status.
- Quote gate statuses, findings, severity, rank and
release_readiness.statusverbatim. - Pass ranked output to
review-packet.
Output
gate-checked.json and severity-ranked.json with gate_results[], findings[], ranked_findings[], release_readiness, escalations and citations.
Output format
Markdown table: rank, finding_id, gate_id, severity, title, location, criteria_section, confidence and citation; then the exact release_readiness.status.
| rank | finding_id | gate_id | severity | title | location | criteria_section | confidence | citation |
|---|---|---|---|---|---|---|---|---|
Release readiness: `<release_readiness.status>`

What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

gate-check is a skill published in the GitHub repository microsoft/cat-agent-skills (101 stars, last pushed yesterday), licensed MIT. It adds 170 tokens to every session and 3,399 once invoked, about $0.0007 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-11-07.
