microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00148 | $0.03210 |
| Opus 5.5 | $0.00059 | $0.01284 |

Grade A, and why
identify-regulatory-gaps scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 207 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Identify regulatory gaps
Answer two mirror-image questions for in-house counsel.
- Conformance (documents to standard). Does a document or set of documents contain what an established standard requires? The standard may be external legislation, regulation, guidance or an industry code, or an internal policy, rulebook, delegated-authority matrix or approved playbook.
- Change impact (standard to documents). A rule changed. Which live documents, ongoing deals or open negotiations does the change reach, and where does it affect each one?
Both directions use the same engine: build a requirement inventory from retrieved standard text, trace every requirement into every document, and classify each requirement-by-document pair in exactly one state with citations on both sides. The result is a gap analysis for counsel review, never a compliance opinion.
Required delivery decision
Before reading sources, analysing requirements, or loading a file creation skill, determine whether the user explicitly selected the output medium; it must not be inferred. If they already specified a choice, honour it. Otherwise your first action is a question card, whose first question is Where would you like the output delivered?, offering In chat, As a Word document, As an Excel workbook (recommended), and Another file format (type it below). Stop and wait. Words such as "check", "analyze" or "gap analysis" do not themselves select a delivery choice.
In the same card, resolve the two scope questions: which jurisdiction is in scope? (derive it from the user's words, the standard, or governing law, regulator, entity or product clauses; ask only if still ambiguous and the standard is jurisdiction-specific) and is there an existing reporting template or desired structure? Never ask a second round; if the user does not answer, use the default structure and the jurisdiction stated in the documents and record the assumption in Scope.
When NOT to Use
What ships with it
1 file beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
