issue-cluster

issue-cluster is a skill for Claude Code, Codex from microsoft/cat-agent-skills. It costs 46 tokens per session (303 once invoked), scanned A, original, MIT.

A rule-based tool that groups repeated supplier issues by type and location and links performance breaches to the relevant trading terms.

In plain words
What is it for?
Use it after performance scoring to identify recurring problems, support supplier-review discussions, and find clauses related to those problems.
Why use it?
It separates recurring patterns from isolated incidents and ties each pattern to evidence and the exact agreement wording. It states possible remedies without applying them.

About the project

microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00046 $0.00303
Opus 5.5 $0.00018 $0.00121
Sonnet 5.5 $0.00009 $0.00061
Haiku 4.5 $0.00005 $0.00030

Security

Grade A, and why

issue-cluster scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured today.

The scan reads SKILL.md. This mod also ships 1 executable file (scripts/issue_cluster.py), listed below but not scanned — reading those needs a real analyzer, not pattern matching.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

Issue Cluster

Purpose

Deterministic clustering (>= 3 occurrences, #2.1) and breach-to-clause mapping (#3.1) with remedies stated, not invoked (#3.2).

When to use

After scorecard-roll in every review.

Inputs

scored.json + issues.json + config/trading-terms.json.

Steps

  1. Run scripts/issue_cluster.py --scored scored.json --issues issues.json --terms trading-terms.json --out clustered.json
  2. Quote clusters with their record ids and the term text verbatim. Remedies (rebates, CAR rights) are stated with the clause quoted - invoking them is the buyer's decision.

Output

clustered.json - the {issue_clusters, governing_terms} hop.

Grounding requirements

Clusters cite record ids; terms cite the agreement clause.

Constraints

  • No cluster below threshold; no breach talking point without its clause (#3.1).

Escalation / uncertainty

Breach without a retrievable clause -> open item for the buyer and legal.

Files

What ships with it

6 files beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
