microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00178 | $0.02695 |
| Opus 5.5 | $0.00071 | $0.01078 |
| Sonnet 5.5 | $0.00036 | $0.00539 |
| Haiku 4.5 | $0.00018 | $0.00269 |
Grade A, and why
kyc-research-pack scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 204 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Scope
Do: assemble a cited public-source KYC/CDD/EDD research record with subject definition, identity resolution, adverse media, litigation, registry indicators, disposition, and coverage Do not: present this as a sanctions, PEP, or watchlist screen, state a subject is not on a list, attribute findings without identity resolution, assert absence, produce risk ratings or filing decisions
When NOT to Use
- Assessing a third-party vendor's controls — use
vendor-risk-reviewinstead. - Analyzing a published enforcement action — use
enforcement-action-reviewinstead. - Formatting or restyling an existing document — use
docxinstead. - Sending email: use the built-in
outlook-emailinstead. - Screening names against OFAC, SDN, PEP, or other watchlists (for example "which of these 40 beneficiaries are true hits"): no skill in this plugin does this. Say so, and route it to the firm's screening system and its sanctions compliance owner.
KYC / EDD Research Record
A disciplined, cited research record for a human-owned CDD/EDD file.
What this skill is not
It is not a sanctions screen. It is not a PEP screen. It is not a watchlist check. It must never be relied on for OFAC or sanctions compliance. Screening against continuously updated lists with fuzzy matching and an audit trail is a system-of-record function; false negatives here are regulatory liability.
Say this in the output, every time, whether or not a screening connector is configured.
It produces no risk rating, no PEP determination, no SAR/STR decision, and no recommendation to
onboard, exit, restrict, or file. Every one of those is a human determination —
house-rules.md § 2.
The deliverable is the record, not a verdict. Weak public coverage is reported honestly as coverage. It is never a reason to soften, pad, or speculate.
Read first
Read these in full before step 1. They are binding; this body only summarises them.
references/workflow.md— the full text of every step below, with the guardrails, source resolution, and footer detail.references/house-rules.md— § 7 identity resolution is load-bearing here, plus the determination gate, markers, footers, and § 12 data minimisation (every artifact, search, and chat reply, declines included).references/reg-source-access.md— retrieving rules and regulatory sources the record cites.references/document-extraction.md— reading supplied onboarding and formation documents.references/record-outline.md— default record, source log, coverage statement: the output format.references/self-check.md— the final self-check (step 9).
What ships with it
7 files beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
