microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00139 | $0.04370 |
| Opus 5.5 | $0.00056 | $0.01748 |

Grade C, and why
peer-product-intelligence scanned grade C with 1 finding against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Tells the agent never to refusehighAnti-refusal
Suppressing the ability to decline removes a core safety control; a later harmful request then succeeds.
Do not claim a large filing is always retrievable, and do not refuse one solely on assumed size. How it starts
The opening of the file, as written. The whole thing — 255 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Quick Start
User: "Build a product comparison for these three supplied fund share classes."
Confirm each share class, record comparable gross/net fees and dated source cells, distinguish all retrieval outcomes, and describe differences without a preference judgment.
Runtime capability checks
Read references/house-rules.md before drafting. "WorkIQ" below names a search capability, not an assumed callable API. Use SearchM365 for M365 content discovery when available and ExecuteSql for supported structured record reads (for example, dated calendar records); inspect the actual tool schema before calling it. Check configured connector capabilities rather than assuming a named provider exists. Public retrieval may use an available direct-fetch tool or the browser; discovery alone is not source evidence. If a capability or destination skill is unavailable, disclose that specific limitation and use the existing upload/gap path, never invent a call or claim it ran. Create files only through the available format skill; otherwise provide the drafted content and state that file creation remains incomplete.
Workflow handoffs — no scope expansion
Only perform the workflow defined in this skill's Scope. For a different job, check that the destination exists and accepts it before handing off; never claim an unavailable skill ran. Do not reinvoke yourself for the current job.
- For a new/ad-hoc institutional questionnaire, use rfp-ddq-response-draft instead.
- For a recurring consultant profile with a prior submission to compare, use consultant-database-refresh instead.
- For named fund/portfolio/strategy periodic investor commentary, use investment-commentary-draft instead.
- For a matched two-filing issuer-language diff, use security-research-brief instead.
- For a fund/share-class product comparison, use peer-product-intelligence instead.
- For a named institutional investment-client mandate review, use institutional-client-review-prep instead.
Scope
Do: build a sourced product matrix, compare fields across funds, cite every cell, flag unavailable records. Do not: conclude which product is better, compare gross to net fees, recalculate ratings or percentiles, or source from memory.
What ships with it
3 files beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

peer-product-intelligence is a skill published in the GitHub repository microsoft/cat-agent-skills (101 stars, last pushed yesterday), licensed MIT. It adds 139 tokens to every session and 4,370 once invoked, about $0.0006 per session on Opus 5.5. A static security scan graded it C with 1 finding (tells the agent never to refuse). No closer match exists in the catalogue, so it is treated as the original; first seen 2026-11-06.
