microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00168 | $0.03080 |
| Opus 5.5 | $0.00067 | $0.01232 |
| Sonnet 5.5 | $0.00034 | $0.00616 |
| Haiku 4.5 | $0.00017 | $0.00308 |
Grade A, and why
power-platform-solution-compare scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 3d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 111 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Power Platform Solution Compare
Turn two solution packages into a precise, reviewable account of what changed, what could break, and what the deployment needs. The packages are the source of truth: every statement about a change must trace to a component in the files, never to the solution's display name or an assumption about what a release "probably" contains.
Workflow
- Identify the two packages, the direction, the mode, and the import the user is preparing for.
- Obtain the raw comparison: run
scripts/solution_diff.pyon the two packages, or fall back to a report the user pasted from that script, or a direct comparison of uploaded package files using the component catalog. - Interpret the comparison: group changes into features where the packages show the link, state the consequence of each finding for the import the user will actually perform, and separate what the packages prove from what only the target environment can tell.
- Deliver the report in the structure for the chosen mode, with tests, open questions, and unverifiable items in their own sections.
Modes
| Mode | Use when | Output |
|---|---|---|
| Full comparison | Two versions of one solution, before a release or audit | Verdict and blockers, package facts, findings by feature, deployment checklist, open questions, unverifiable items, appendix. |
| Focused comparison | The user names a component type, table, app, or feature | Only the matching components, plus one line naming related components outside the focus that changed. |
| Pre-import check | The user is about to import the candidate into a target | Verdict and blockers, import-option decision, prerequisites, data checks, open questions. No inventory. |
| Release notes | The user wants something to send to stakeholders | Changes by feature in plain language, what changes for users, what the admin must do. |
1. Identify the packages
Accept each package as an exported solution .zip (managed or unmanaged), a folder containing an extracted export (solution.xml and customizations.xml, possibly inside one wrapper folder), or source unpacked with pac solution unpack. The script reads the first two forms and refuses unpacked source, because its Other/Customizations.xml is incomplete. For unpacked source, ask the user to repack with pac solution pack, or compare the per-component files directly with the catalog.
What ships with it
6 files beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
