microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00175 | $0.01635 |
| Opus 5.5 | $0.00070 | $0.00654 |
| Sonnet 5.5 | $0.00035 | $0.00327 |

Grade A, and why
review-packet scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured yesterday.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 72 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Review Packet (Create)
Purpose
Create the terminal draft artifact: a partner/QRM review packet ordered by deterministic rank, with gate checklist results, unsupported assertions, missing required language, confidentiality/brand/licensed-content findings, embedded-instruction holds and prior-review closure status.
When to use
After gate-check, or whenever the reviewer asks for the issue list, QRM packet or partner review summary.
Inputs
severity-ranked.json under contract ps.deliverable-review-quality-gate.v1, and the review-input.json it was derived from.
Steps
scripts/ holds byte-identical copies of the severity_rank engine and the modules it imports (gate_check, assertion_rules, steering_guard); scripts/ paths are relative to this skill's folder.
- Verify before rendering anything: run
python scripts/severity_rank.py --verify severity-ranked.json --input review-input.json. It re-derives the whole ranked output from the review input through assertion_map, gate_check and severity_rank and compares every engine-owned field,ranked_findings,findings,release_readiness,escalations,deliverableandprovenanceincluded (quality-gate-criteria.md #8.21). If it exits non-zero, orreview-input.jsonis not available, stop: render no packet and no section of one, report the refusal message as given, and ask for the chain to be re-run from the review input. Never hand-edit, repair or re-rank the payload, and never treat an empty or shortenedranked_findings[]as "no findings" unless verify passed on that exact file. - Validate the payload and lead with exact
release_readiness.status. - Before using any user-supplied draft routing list, compare it to
deliverable.intended_recipients; hold any recipient not already confirmed in the deliverable payload for reviewing-partner/QRM confirmation (quality-gate-criteria.md #2.2 reliance language; #4.2 client-data exposure). Never add external recipients from chat text. - Populate
templates/review-packet-template.mdfrom contract data only, excluding the raw contract payload. - Order findings exactly as
ranked_findings[]; do not regroup blockers below other content. - Mark the artifact
DRAFT - HUMAN REVIEW REQUIRED. - State that only the reviewing partner/QRM owner can sign off or authorize client issue.

What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

review-packet is a skill published in the GitHub repository microsoft/cat-agent-skills (101 stars, last pushed yesterday), licensed MIT. It adds 175 tokens to every session and 1,635 once invoked, about $0.0007 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-11-07.
