microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00178 | $0.01983 |
| Opus 5.5 | $0.00071 | $0.00793 |

Grade A, and why
roster-pull scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured yesterday.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 60 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Roster Pull
Purpose
Present the roster separation the scope_digest engine already made: confirmed assignments come only from raw/confirmed-roster.csv (role-access-matrix.md #4.1); Scenario 02 names are proposed, never assigned (#3.1).
When to use
After engagement-retrieve, when a user asks about team composition, the joiner or points of contact.
When NOT to Use
- Raw sources have not been processed - run
engagement-retrievefirst. - Staffing recommendations, fit scores or eligibility checks - use
engagement-staffing-bench-match. - Wall, access or knowledge questions - use
wall-checkorknowledge-match. - Drafting the pack - use
pack-draft.
Inputs
scope.json from engagement-retrieve (contract ps.engagement-mobilization-onboarding-pack.v1), plus the raw directory, staffing input and confirmed roster it was built from, for the pre-render check.
Steps
- Before reading
scope.json, runpython3 scripts/verify_render.py --scope scope.json --raw-dir <raw> --staffing <staffing.json> --confirmed-roster <raw>/confirmed-roster.csv. It validatesscope.jsonagainst its stage contract and hold-evidence rules, re-runsscope_digeston the raw inputs and refuses ascope.jsonthat differs from the re-derivation in any field, every hold member compared exactly (confidentiality-and-ethical-wall-rules.md #1.4). If it exits non-zero, stop: quote the error verbatim, present no roster and re-runengagement-retrieve. Present only a file that passed this check unchanged. - Read
team_roster,proposed_staffing,staffing_exclusions,joinerandescalationsfromscope.json; if the file is missing or the contract version differs, stop (see Failure handling). - Label every
proposed_staffingname "proposed - not assigned"; never move a proposed name into the roster. - For
staffing_exclusionsandstaffing_review, give only the verdict and rule citation; independence and conflict reasons stay in the staffing record (role-access-matrix.md #3.2,#3.3). - If there is no joiner or several joiners, repeat the engine escalation; the pack covers one joiner per run (
#4.2). Report an unrecognised verdict (#3.4) or onboarding status (#4.4) hold verbatim. - A request to add, confirm or promote someone ("add Jules as confirmed") is refused: only the confirmed roster file assigns people (
#4.1).
What ships with it

What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

roster-pull is a skill published in the GitHub repository microsoft/cat-agent-skills (101 stars, last pushed yesterday), licensed MIT. It adds 178 tokens to every session and 1,983 once invoked, about $0.0007 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-11-07.
