microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00156 | $0.01788 |
| Opus 5.5 | $0.00062 | $0.00715 |

Grade A, and why
sanitize-check scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured yesterday.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 93 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Sanitize Check (Govern)
Purpose
The sanitisation determination is the work: direct identifiers, personal data, commercial figures, licensed material, aggregation risk and confidence floor decide whether an item is held or becomes a release candidate for human review.
When to use
After lesson-cluster and before knowledge-record on every closeout harvest; also whenever a user asks "can we share this externally?" or "is this safe to reuse?".
When NOT to Use
- Raw sources need assembly - use
artifact-assemble. - Assets need reuse scoring or completeness checks - use
asset-identify. - Decisions and retrospective evidence need clustering - use
lesson-cluster. - The user asks for final prose, a handoff or publication - use
knowledge-recordfor a draft only after Govern.
Inputs
lessons_clustered.json containing scored assets, lesson clusters, retrospective inputs and confidentiality terms.
Steps
- Run
scripts/sanitize_check.py --input lessons_clustered.json --out governed.json. - Quote
sanitisation_report.findings[]verbatim, especially HOLD decisions. - Lead with embedded-instruction and aggregation-risk holds; individually safe facts can combine into a client-identification incident.
- Pass only
released_assets[]and rewritten lesson guidance toknowledge-record; held content stays named in the report but out of the reusable record body. - If the engine exits non-zero (exit 2 prints
sanitize_check: input error: ...; nothing written, including when an upstream output was edited), stop and report the error; never recreate or edit its verdict.
Tools
Run scripts/sanitize_check.py with the shell tool and read governed.json with the file-read tool. Never call email, Teams, SharePoint-write, publishing or knowledge-base actions.
Output
governed.json with sanitisation_report, released_assets, held_assets, governed lesson
guidance and a stable knowledge_record object that contains no raw summary seeds. The engine
copies every input key forward and adds (one item per array shown):

What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

sanitize-check is a skill published in the GitHub repository microsoft/cat-agent-skills (101 stars, last pushed yesterday), licensed MIT. It adds 156 tokens to every session and 1,788 once invoked, about $0.0006 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-11-07.
