scope-map

scope-map is a skill for Claude Code, Codex from microsoft/cat-agent-skills. It costs 55 tokens per session (318 once invoked), scanned A, original, MIT.

An audit-scope mapping step that connects the areas being audited to the applicable requirements and the evidence each requirement needs. It uses the audit notice and a clause table, where a clause is a numbered requirement in a standard.

In plain words
What is it for?
Use it at the start of an audit-readiness run to list the standard, date, scope, active roles, requirement owners, and required evidence. It produces a clause map for later checks.
Why use it?
It establishes what the audit covers before evidence is collected. It avoids making readiness claims before the applicable requirements have been identified.

About the project

microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00055 $0.00318
Opus 5.5 $0.00022 $0.00127
Sonnet 5.5 $0.00011 $0.00064
Haiku 4.5 $0.00006 $0.00032

Security

Grade A, and why

scope-map scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured today.

The scan reads SKILL.md. This mod also ships 1 executable file (scripts/clause_map.py), listed below but not scanned — reading those needs a real analyzer, not pattern matching.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

Scope Map

Purpose

Deterministic scope-to-clause mapping: which clauses apply, what evidence each requires, how fresh it must be.

When to use

Start of every audit-readiness run.

Inputs

Audit notice (standard, date, scope areas, active roles); clause table reference. Emits the entry hop of mfg.audit-readiness.v1 (schema in contracts/).

Steps

  1. Extract audit_id, standard, audit_date, scope[], active_roles, clause owners from the notice.
  2. Run python3 scripts/clause_map.py --audit audit.json --clauses references/clause-table.json --out mapped.json from this skill's folder, using workspace paths for the audit input and generated output.
  3. Quote the clause list verbatim.

Output

mapped.json - the {clause_map} hop.

Grounding requirements

Every clause row cites the clause table; scope comes from the audit notice verbatim.

Constraints

  • No readiness opinions here; mapping only.

Escalation / uncertainty

Unknown standard or ambiguous scope: ask the audit lead; record in escalations[].

Files

What ships with it

5 files beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

scope-map is a skill published in the GitHub repository microsoft/cat-agent-skills (93 stars, last pushed today), licensed MIT. It adds 55 tokens to every session and 318 once invoked, about $0.0002 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-10-28.
