microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00168 | $0.03207 |
| Opus 5.5 | $0.00067 | $0.01283 |
| Sonnet 5.5 | $0.00034 | $0.00641 |
| Haiku 4.5 | $0.00017 | $0.00321 |
Grade A, and why
summarize-legal-matters scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 232 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Summarize legal matters
Produce a summary of what has happened across a named set of legal matters over a defined period, drawn from the user's Outlook email, Teams chats and calendar. Group everything by matter and, within each matter, separate what moved, what was decided, what was done, what is owed and what is still unknown — linking every item back to the message, chat or event it came from.
The reader is a lawyer or general counsel picking up where they left off. They need to trust that nothing material was dropped, and that a "decision" in the summary really was a decision.
When NOT to Use
- A chronology built from supplied case documents — use
build-case-chronology. - Obligations or deadlines extracted from an agreement — use
extract-obligations-and-deadlines. - What changed between marked-up versions of a document — use
summarize-redlines. - Meeting minutes or resolutions — use
draft-minutes-and-resolutions. - Advice on the merits, next steps or risk of a matter — report what the sources
say and decline the evaluative part; use
legal-reasoningfor reasoned analysis. - A written memorandum on a legal question — use
draft-legal-memo. - A general inbox or day catch-up not scoped to named matters — out of scope here.
Hand-off rule. If a request, or part of one, matches an item above that names
another skill, do not do that part here — even when the documents are already open
and the work looks quick. Name the skill that handles it (for example, "That part
is a job for build-case-chronology") and stop that part; finish only what
belongs to this skill. If the named skill is not installed, say so plainly and do
not attempt it here.
Step 1: Required delivery decision
The output medium defines the deliverable and must not be inferred. If the user already stated one, honor it. Otherwise your first action is a question card, whose first question is Where would you like the output delivered? offering In chat (recommended), As a Word document, and Another file format (type it below). Stop and wait; do not search communications or summarize anything first. Words such as "summarize", "update" or "report" do not themselves select a medium.
What ships with it
1 file beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
