microsoft/cat-agent-skills is a static website that catalogs reusable instruction sets and related packages for AI agents. People use it to search, filter, rate, and download skills for Cowork, Copilot Studio, and Scout, along with Copilot plugins and Scout automations. The catalogue entries are the skills, instructions, plugins, and settings displayed by the site.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00176 | $0.02046 |
| Opus 5.5 | $0.00070 | $0.00818 |
| Sonnet 5.5 | $0.00035 | $0.00409 |
| Haiku 4.5 | $0.00018 | $0.00205 |
Grade A, and why
vendor-risk-review scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 159 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Scope
Do: review vendor SOC 2 reports, DDQs, contracts, CUECs, exceptions, subservice organizations, residual risks, public research, and vendor questions Do not: issue a risk rating, score, tier, or approval decision, paraphrase the opinion, treat out-of-scope criteria or carve-outs as covered, mark CUECs adopted without evidence, send anything to the vendor
When NOT to Use
- Researching a customer or beneficial owner — use
kyc-research-packinstead. - Triaging a regulatory change — use
reg-change-triageinstead. - Formatting, charting, or restyling an existing workbook — use
xlsxinstead.
Third-Party / Vendor Risk Review
Read the report properly, surface what it does and does not cover, and hand a reviewer the open questions.
No risk rating. No tier. No approval or rejection. Those are the third-party risk owner's
determinations — house-rules.md § 2.
Framework: the interagency guidance on third-party relationships (OCC Bulletin 2023-17 and its interagency counterparts), which rescinded OCC 2013-29 and 2020-10.
Read first
Read these in full before step 1. They are binding; this body only summarises them.
references/workflow.md— the full text of every step below, with the guardrails, source resolution, and footer detail.references/house-rules.md— destination gate, determination gate, identity resolution, markers, footers, and § 12 data minimisation (every artifact, search, and chat reply).references/reg-source-access.md— retrieving rules and guidance the review cites.references/document-extraction.md§ 4 — SOC 2 extraction. The field list there is mandatory.references/vendor-outline.md— default memo and exceptions table: the output format.references/self-check.md— the final self-check (step 9).
Workflow
1. Establish what you were given
Detail: workflow.md § 1. A "SOC 2" is often something else. Type II → proceed. Type I → design
at a point in time only, flagged. SOC 3 → no exceptions or CUECs. Bridge letter → management's
unaudited assertion. ISO certificate → a different framework. DDQ → self-reported and untested.
Marketing summary → GAP — supplied document is a summary, not the report. Scanned reports are
read with OCR.
What ships with it
7 files beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
