Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00043 | $0.01417 |
| Opus 5.5 | $0.00017 | $0.00567 |
| Sonnet 5.5 | $0.00009 | $0.00283 |

Grade A, and why
instructions scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 13d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 67 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Instructions
Overview
Two modes over the project constitution, both append-only and approval-gated: audit re-grades what is there against the codebase and fixes rot; capture adds what this session learned that the constitution was missing.
When To Use
- audit: every 4–8 weeks, after a large refactor, or when sessions hit broken commands or dead paths ("AGENTS.md feels off").
- capture: at the end of a session that discovered a command, gotcha, env quirk or non-obvious pattern ("save what we learned", "remember this for next time").
When NOT To Use
- First-time setup →
/mtk-setup. Refreshingarchitecture-principles.md→/mtk-setup --audit. - An engineer correction →
lessons capture(a lesson, not a constitution fact). Session state to resume →handoff. - Audit right after a clean audit, or capture mid-task — both manufacture churn.
Workflow
Both modes
- Resolve the target first. The constitution is
AGENTS.mdwhen it exists, carries noAuto-generated by MTKmarker in its first 10 lines, andCLAUDE.mdis absent or a shim (a bare@AGENTS.mdline); otherwiseCLAUDE.md(legacy repo).bash scripts/resolve-constitution.shanswers the same question. No constitution → stop and point to/mtk-setup. Never migrate legacy → inverted as a side effect; that is/mtk-setup's regen-diff job. - Both files are protected (S1.5):
Editwith explicit old/new strings, neverWrite, even when the engineer asks for a rewrite.
Audit mode
- Mechanical currency checks — run, do not eyeball.
Extract the constitution's build/test/lint/format commands asCONST="$(bash scripts/resolve-constitution.sh)" bash scripts/verify-references.sh "$CONST" .claude/rules/*.md # exit 3 = STALE lines bash scripts/check-instruction-load.sh # exit 1 = a file a harness truncates, shadows or ignores; 2/missing = report "not checked"name<TAB>commandlines and run them throughbash scripts/verify-commands.sh --timeout 120. Never pass deploy, migrate, publish, push or anything that writes outside the tree — list those as unverified instead. Also runbash scripts/resolve-tech-stack.sh "$PWD": a constitution naming a different stack, or only the root's stack in a polyglot repo with per-subtree pins, is a currency finding. - Shim integrity. When
CLAUDE.mdis a shim, confirm@AGENTS.mdis present and bare (inside a code fence or backticks it is inert). A shim has no## Critical Rulesby design — not rot. Nested package files get a full pass only when they carry package-local content. - Judge what scripts cannot: architecture clarity, captured gotchas, conciseness, and vague rules ("write good tests") that need a concrete replacement. A line that is true but belongs elsewhere gets Move → (README, a rule file, a skill, the spec); the test: would a newcomer act differently because of this line here? No numeric grade — name the line and the reason.
- Report, then stop. List every STALE path and failed command with its line, the judgement findings, and proposed changes. A clean file is reported as clean; never invent issues. Ask: "Approve these changes? (yes / partial / no)"
- Apply only the approved subset as one
Editper change. Removals need per-line approval; "approve all" does not cover deletions. Then re-run step 1 on the edited file and confirm the line count moved less than 10%.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

instructions is a skill published in the GitHub repository moberghr/mtk-agent-toolkit (9 stars, last pushed 8d ago), licensed MIT. It adds 43 tokens to every session and 1,417 once invoked, about $0.0002 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-10-14.
Other skills, from other repositories
mempalace-task
Create, hand off, claim, execute, and close agent tasks through the MemPalace logstream. Use when the user wants to delegate work, prepare a ready-to-paste task for another agent, receive a MemPalace task id, or explicitly launch a supported headless agent in controlled mode.
knowledge-meeting-ingest
Ingest meeting transcripts from any recorder into Knowledge with attendee enrichment, source notes, supported decisions and commitments, and verification of substance and sequence. Summary-only input is not a verified meeting ingestion.
knowledge-automation
Create scheduled Knowledge ingestion automations with a verified worker, private-vault authority, and an end-to-end scheduled run. Use when asked to schedule or repair recurring ingestion from any source.
gsd-mempalace-capture
File a phase artifact into MemPalace; mirror decision facts into its temporal KG.
neat-freak
Knowledge and governance closeout: reconcile project docs, rule files (CLAUDE.md/AGENTS.md), authorized agent memory, and workspace residue with what the code and runtime actually do, so the next session or the next person starts from one current answer. Trigger when the user names "neat-freak", "洁癖", or "/neat" — and…
md-hive-sync
Munder Difflin hive sync — runs the start-of-task hive protocol steps: reads memory.md, checks inbox/ for new messages, and reminds you to record durable facts in memory.md and write coordination files before ending. Use when asked to "sync with the hive", "check my inbox", "hive status", or "hive sync". Proactively…
