加载 Skill、读取本地绑定、发送云端请求是三个不同步骤。 涉及历史资料或长期接入意图时，先读取 ~/.bailian/personal-knowledge/config.json；状态格式与写入规则见 资料绑定。同一会话可复用已知状态，用户变更范围或状态后刷新。不能仅因用户没说“百炼”跳过本地发现。
- 有用途明确匹配的
active绑定、授权有效且无blocked_reason：授权为relevant_tasks时可在相关任务中自然检索；on_request仅在用户明确要求查用该资料时读取。不重复询问服务商或要求用户提供资源 ID。 - 有多个候选：依据用户指定的客户、项目、资料名与已保存用途选择；仍有歧义时只询问资料名称，不先查询所有库。同一个库也不能因为“只有一个”就用于无关任务。
- 无相关绑定：如实说明尚未接入这些资料，优先使用当前可访问的文件。用户明确要求长期使用，或当前任务显示会持续复用这批资料时，提出一次简短接入建议；未回应或拒绝时继续能完成的工作，本会话不反复引导。
initializing：按 接入流程 核对已有资源并续接；不能当作新用户另建一套。paused：不自动检索、同步或提示重新启用；只有明确恢复请求才续接。- 绑定存在
blocked_reason：停止自动云端调用，说明已记录的范围/权限/状态问题；用户明确要求核对或修复时才只读复验，验证通过后清除阻塞，不改成用户主动暂停。 - 明确的资源管理请求：按用户指定资源执行，不强行建立个人绑定、不更改其他资料的启用状态。
首次接入：围绕用户的资料和任务
需要接入、补齐服务或恢复初始化时读取 接入流程。用户只需说明“哪些资料、以后用来做什么”；Agent 发现现有资源、准备具体计划，并在用户了解上传范围与实际费用后执行。
