Changes data behind a mandatory preview. Nothing is applied without the user seeing exactly which issues are affected.
Workflow
Step 1 — Agree the threshold
"Stale" is a judgement, not a fact. Ask, or state your assumption clearly:

A backlog item untouched for 90 days is normal. An in-progress item untouched for 10 days is a signal. Do not apply one threshold to both.
Step 2 — Find it
project = OPS AND resolution = Unresolved AND updated <= -14d ORDER BY updated ASC
For work stuck specifically in progress, add AND status = "In Progress".
Run Report.blocked_issues with include_duration=true in parallel. It gives days-in-current-status, which is a sharper signal than days-since-update — someone adding a comment resets updated without the work moving.
Step 3 — Distinguish the categories
This is the part that matters. Stale issues fall into groups that need opposite treatment:
