What is create-issue?

A guide for creating GitHub Issues as specifications for features and bugs. GitHub Issues are tracked work items, and the workflow asks for a plan before code is written.

Use it to draft feature issues with proposed solutions and success conditions, or bug issues with steps, expected results, actual results, and environment details.

It turns vague requests into a written description with acceptance criteria or reproduction steps, giving implementation and review a shared reference.
