verification-before-completion

verification-before-completion is a skill for Claude Code from navapbc/digital-service-orchestra. It costs 150 tokens per session (507 once invoked), scanned A, original, Apache-2.0.

A skill that requires fresh verification evidence before claiming that work is complete or that tests, checks, or deployments passed.

In plain words
What is it for?
It is for defining and running the checks needed before declaring tests, fixes, builds, or deployments successful.
Why use it?
It prevents completion claims based only on assumptions, earlier results, or an agent's own report.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00150 $0.00507
Opus 5 $0.00075 $0.00253
Sonnet 5 $0.00030 $0.00101
Haiku 4.5 $0.00015 $0.00051

Security

Grade A, and why

verification-before-completion scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 7d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

Verification Before Completion

No completion claims without fresh verification evidence.

The Gate Function

BEFORE claiming any status or expressing satisfaction:

1. IDENTIFY: What command proves this claim?
2. RUN: Execute the FULL command (fresh, complete)
3. READ: Full output, check exit code, count failures
4. VERIFY: Does output confirm the claim?
   - If NO: State actual status with evidence
   - If YES: State claim WITH evidence
5. ONLY THEN: Make the claim

Verification Commands

Claim Requires Not Sufficient
Tests pass validate.sh --ci or targeted poetry run pytest path/test.py::test_name Previous run, "should pass"
Linter clean make lint-ruff output: 0 errors Partial check, extrapolation
Type checks pass make lint-mypy output: no errors Linter passing
Bug fixed Test original symptom: passes Code changed, assumed fixed
Regression test works Red-green cycle verified Test passes once
Agent completed VCS diff shows changes Agent reports "success"
CI passing ci-status.sh --wait returns success Last run was green

Red Flags — STOP if you catch yourself:

  • Using "should", "probably", "seems to"
  • Expressing satisfaction before verification
  • About to commit/push/PR without verification
  • Trusting agent success reports without independent check
  • Thinking "just this once" or "I'm confident"
Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
