Detecting Semantic Skill Duplication

Core principle

Compare exact and normalized structural signatures. Require human merge review before changing canonical identity. The runtime owns deterministic scope, coverage, policy, and evidence checks; the agent owns only the judgment that cannot be reduced safely to code.
