Add GCP Service Account for WIF

This skill documents the steps required to add a new GCP service account for Workload Identity Federation (WIF) in HyperShift and related projects.

Overview

When adding a new GCP service account (e.g., for a new controller like Cloud Controller Manager), changes are required across multiple repositories to ensure the service account is:

  1. Created by the hypershift create iam gcp command
  2. Stored in the HostedCluster API
  3. Propagated through the CLS stack
  4. Used by the component at runtime

Repositories Affected

  1. hypershift - Core HyperShift project (requires two PRs — see below)
  2. openshift/release - CI pipeline step registry
  3. gcp-hcp-infra - HyperShift operator manifests on management clusters
  4. cls-backend - CLS Backend API
  5. cls-controller - CLS Controller (HostedCluster template)
  6. gcp-hcp-cli - gcphcp CLI tool

Important: The hypershift changes should be split into two PRs to avoid breaking the e2e-gke CI pipeline:

  • Hypershift PR 1: E2E flag plumbing only (Step 1) — additive, no-op when empty
  • openshift/release PR: CI step creates the SA and passes the flag (Step 2)
  • Hypershift PR 2: API type, IAM bindings, CLI flag, credential reconciliation, tests (Steps 3-7)

This ensures the pipeline has the plumbing in place before the API changes land.


Step 1: HyperShift E2E Flag Plumbing (Hypershift PR 1)

The e2e test framework needs a flag so the CI pipeline can pass the new service account email. This is additive and harmless when the flag is empty. Follow the pattern of the existing e2e.gcp-*-sa flags:
