What is publish-docs-or-release?

A release gate for publishing documentation or releasing software. It checks the change window and risk score, then requires a clear approval state and target environment before execution.

Use it immediately before an approved documentation publish or software release to verify prerequisites and summarize the remaining risk.

It helps prevent publishing or releasing when approvals, timing, or service health are unclear.
