What this skill does
Sets up a fresh Bab-ilu v2.1 vault on the user's machine. Lens-aware — the
chosen lens determines the wiki/ subdirectory names and the seed kit source.
Idempotent: safe to re-run; skips anything that already exists.
Step 1 — Parse flags + ask the 5 questions (PRD §3.1)
Read any --lens=<id>, --seeded, --no-seeds flags passed as arguments.
