Goal
Turn messy captured material into a reviewable triage report and safe next actions without prematurely promoting weak material into the trusted wiki.
When to use
- An
inbox/or capture folder has accumulated unsorted material. - Captured items need keep/defer/drop decisions before ingestion.
- Duplicates or sensitive items may be hiding in captures.
Route full ingestion of trusted sources to wiki-ingest.

Write permissions
Allowed:
- create

Not allowed by default:
- delete inbox items;
- mark anything reviewed or verified;
- overwrite existing wiki pages;
- edit human-owned synthesis sections.
Procedure
1. Scan inbox
Group items by topic, source type, urgency, duplication, likely value, privacy/sensitivity and required action.
2. Classify each item
Use these actions:

3. Identify targets
For useful items, propose raw source path, wiki page type, existing pages to update, taxonomy tags, candidate entities/concepts and priority.
4. Detect duplicates
Compare existing source titles, source URLs, content hashes if available, near-duplicate filenames and related wiki pages. Search wiki/index.md and raw/sources/ for near-duplicate titles before finalizing any merge-duplicate classification.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
