- Exclude cells where:
- dependency is infrastructural-only
- no behavioral participation detected
- no manifest semantic involvement
- no data flow participation
- dependency relevance is speculative
- Prioritize cells by: runtime participation > manifest relevance > usage participation > direct dependency > behavioral proximity
