Harvest generalizable concepts from project-scoped MEMORY.md files and
distill them into OKF-compliant knowledge bundles under ~/.agents/knowledge/.
This skill implements the graduation path defined in AgentFS Guardrail #2 (Memory Scope & Signal Routing):
When an observation in
MEMORY.mdmatures into cross-project knowledge worth preserving, graduate it to an OKF knowledge bundle under~/.agents/knowledge/and remove the original entry.
