os-control-init

os-control-init is a skill for Claude Code from richfrem/agent-plugins-skills. It costs 95 tokens per session (700 once invoked), scanned A, original, MIT.

A setup and upgrade guide for an agent-ready repository. It checks whether the project already has the required instructions and persistent memory structure before creating or changing them.

In plain words
What is it for?
Use it to set up or retrofit a project for AI agents, organize repository instructions, and add the described memory and control-plane structure.
Why use it?
It avoids overwriting existing project rules and helps prevent partially configured agent environments. It also keeps one canonical instruction file instead of conflicting copies.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00095 $0.00700
Opus 5.5 $0.00038 $0.00280
Sonnet 5.5 $0.00019 $0.00140
Haiku 4.5 $0.00010 $0.00070

Security

Grade A, and why

os-control-init scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured yesterday.

The scan reads SKILL.md. This mod also ships 30 executable files (scripts/agent_control.py, scripts/control_plane_hooks.py, scripts/control_plane/__init__.py, …), listed below but not scanned — reading those needs a real analyzer, not pattern matching.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

Agentic OS Init & Retrofit Guide (os-control-init)

Bootstrap or retrofit the Agentic OS and 3-Layer Memory architecture in any repository. Supports fresh setup as well as retrofitting established projects to comply with autonomous evolution standards.

Contents

Critical Constraints

  1. Read-Only Preflight: Always run probe first to classify repo state; never blindly overwrite existing instructions.
  2. Canonical Instructions: AGENTS.md is the sole canonical source; CLAUDE.md must be a short pointer.
  3. Preserve User Rules: During retrofits, preserve custom user instructions and never destroy existing configurations without confirmation.

Quick start

Probe installation state before taking action:

python3 scripts/control_plane/installation_probe.py --target <project-path>

Workflow

  1. Preflight: Run installation_probe.py to classify target as FRESH, COMPLETE, or PARTIAL_OR_DRIFTED.
  2. Discovery: Interview stack, AI platforms, and package manager.
  3. Synthesize Instructions: Keep AGENTS.md canonical per instruction-blending.md.
  4. Execute Provisioning:
    • Fresh: python3 scripts/init_agentic_os.py --target <project-path> --sync-instructions
    • Retrofit: python3 scripts/init_agentic_os.py --target <project-path> --retrofit
  5. Agent Simulation Identity: Ensure agent simulation identity (context/simulation/identity/) is initialized so os-control-simulator can run state validations without human production keys:
    python3 -c "from pathlib import Path; from control_plane.simulation_identity import ensure_simulation_identity; ensure_simulation_identity(Path('.'))"

  6. Verify Substrate: Confirm 3-Layer Memory structure, identity status, and run health check.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

os-control-init is a skill published in the GitHub repository richfrem/agent-plugins-skills (7 stars, last pushed 2d ago), licensed MIT. It adds 95 tokens to every session and 700 once invoked, about $0.0004 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-10-16.
