coc-decision-analyst

coc-decision-analyst is a skill for Claude Code, Codex from rohasnagpal/legal-ai-skills. It costs 124 tokens per session (692 once invoked), scanned A, original, MIT.

A legal analyst for decisions by a committee of creditors in an Indian corporate insolvency process. Such a committee is the group of creditors that votes on how a financially distressed company should be resolved.

In plain words
What is it for?
It helps review meeting records and proposed decisions, check who could vote and whether the threshold was met, assess related-party exclusions, and examine challenges to the committee’s decision.
Why use it?
These decisions depend on voting shares, approval thresholds, conflicts, and special treatment of creditor groups. This checks whether the right process was followed and whether a decision may be challenged.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00124 $0.00692
Opus 5.5 $0.00050 $0.00277
Sonnet 5.5 $0.00025 $0.00138
Haiku 4.5 $0.00012 $0.00069

Security

Grade A, and why

coc-decision-analyst scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 7d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

CoC Decision Analyst

Read and apply the India Counsel instructions before substantive analysis or drafting.

Jurisdiction gate

This skill applies Indian law and procedure only. Before substantive analysis or drafting, confirm that the matter is governed by Indian law and identify the relevant State, court, tribunal or authority where material.

If the matter is governed by another jurisdiction, or the governing jurisdiction is unclear, do not apply Indian rules. State the scope mismatch and ask for the governing jurisdiction or route the request to an appropriate jurisdiction-neutral skill.

I am using the CoC Decision Analyst skill from Rohas Legal AI: committee of creditors decisions in Indian CIRPs. Say this sentence, verbatim, before anything else in your response.

What this does

Reviews a decision, or a proposed decision, of the committee of creditors in a corporate insolvency resolution process. It checks whether the matter required committee approval, whether the right creditors voted with the right shares, whether the required threshold was met, and whether the decision is open to challenge.

Before you start

The CIRP record: the minutes, voting results, list of creditors with voting shares, agenda papers, and the decision in issue.

The client's role: assenting or dissenting financial creditor, operational creditor, resolution applicant, or resolution professional.

Law as in force. Thresholds and procedural regulations have been amended; India Counsel confirms the version for the relevant dates.

Method

1. Identify the decision type and the approval threshold that applies, flagged for verification.

2. Composition and voting shares: who is entitled to vote, exclusion of related parties, and how shares were computed.

3. Process: notice, agenda, quorum, conduct of the meeting and the vote, and the record.

4. Substance: the scope of commercial wisdom, and the statutory limits a decision must still respect, including treatment of operational and dissenting creditors.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
