Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

Grade A, and why
message-send scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured yesterday.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 177 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Message Send
Govern a message sent on behalf of a principal: a channel post or a reply in a bound conversation. The skill never receives a provider token, never lets approved content drift before delivery, and calls a message delivered only after the provider reads it back.
Composes
slack#read_thread
Runners
send(default): plans one channel post, requests approval only at the live post, posts once, and requires independent readback.plan: the provider-neutral authorization step. It binds the principal, audience, content digest, consent basis, preflight checks and approval gate into arunx.message_send.plan.v1packet, and never delivers.plan_post: validates a channel name, channel id, or exactslack://workspace/channeldestination, computes the message digest with Runx's nativedata.digest, and binds that digest, the named principal and the send intent throughplan. It does not post and needs no approval.plan_post_exact: for an operator that has already selected one exact destination, principal and text under its own policy. It reuses the same validation and digest and emits the same undeliveredrunx.notify.v1plan without a second model judgment. Itssend_plan.originismessage-send.exact, not a claim thatplanran.post: accepts only an exactnotify_plan, the matching destination and text, and a stable UUID idempotency key. It recomputes the digest, compares the complete binding, stops unless exact native approval or a matching standing notification authority is present, runschannel.postthrough the configured binding, then reads the returned message locator back withchannel.post.readand seals only the bounded evidence fields.reconcile_post: reads back a post whose delivery outcome was ambiguous, without posting again.reply: delivers one admitted reply to a bound conversation. The operator supplies the exact source packet, thread, draft, provider and native turn identity. The skill holds unless the source proves complete coverage, then asks for exact approval, runsthread.replyon the chosen connector, and requiresthread.reply.readto resolve a stable message locator with the matching content digest. An accepted or queued request alone leaves the work held for reconciliation.

What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

message-send is a skill published in the GitHub repository runxhq/runx (103 stars, last pushed today), licensed Apache-2.0. It adds 38 tokens to every session and 1,777 once invoked, about $0.0002 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-10-16.
