Use a two-stage workflow:
- Gather the strongest relevant facts and record their sources.
- Synthesize those notes into one coherent brief with a direct answer, key findings, implications, open questions, and recommended next steps.
- Present the exact note title, content, and tags for review. After explicit approval, publish exactly one new Seren Note with a stable idempotency key.
Keep research notes distinct from the final narrative so another operator can audit the reasoning. This research-then-write structure follows the ADK sequential-agent pattern.
