prd-to-issues

prd-to-issues is a skill for Claude Code, Codex from Shiven0504/claude-skills-collection. It costs 50 tokens per session (668 once invoked), scanned A, a copy of prd-to-issues, MIT.

A planning tool that turns a product requirements document, or PRD, into independent GitHub issues. It uses vertical slices, meaning each issue covers a small end-to-end piece of working functionality rather than only one technical layer.

In plain words
What is it for?
It helps fetch a PRD, inspect the codebase, divide requirements into implementation slices, identify dependencies, label human-involved work, and map slices to user stories.
Why use it?
It makes larger product plans easier to implement and assign without creating tickets that cannot work on their own.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00050 $0.00668
Opus 5 $0.00025 $0.00334
Sonnet 5 $0.00010 $0.00134
Haiku 4.5 $0.00005 $0.00067

Security

Grade A, and why

prd-to-issues scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 11d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

PRD to Issues

Break a PRD into independently-grabbable GitHub issues using vertical slices (tracer bullets).

Process

1. Locate the PRD

Ask the user for the PRD GitHub issue number (or URL).

If the PRD is not already in your context window, fetch it with gh issue view <number> (with comments).

2. Explore the codebase (optional)

If you have not already explored the codebase, do so to understand the current state of the code.

3. Draft vertical slices

Break the PRD into tracer bullet issues. Each issue is a thin vertical slice that cuts through ALL integration layers end-to-end, NOT a horizontal slice of one layer.

Slices may be 'HITL' or 'AFK'. HITL slices require human interaction, such as an architectural decision or a design review. AFK slices can be implemented and merged without human interaction. Prefer AFK over HITL where possible.

4. Quiz the user

Present the proposed breakdown as a numbered list. For each slice, show:

  • Title: short descriptive name
  • Type: HITL / AFK
  • Blocked by: which other slices (if any) must complete first
  • User stories covered: which user stories from the PRD this addresses

Ask the user:

  • Does the granularity feel right? (too coarse / too fine)
  • Are the dependency relationships correct?
  • Should any slices be merged or split further?
  • Are the correct slices marked as HITL and AFK?

Iterate until the user approves the breakdown.

5. Create the GitHub issues

For each approved slice, create a GitHub issue using gh issue create. Use the issue body template below.

Create issues in dependency order (blockers first) so you can reference real issue numbers in the "Blocked by" field.

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
